When people suggested it before, nothing happened. All we needed was for somebody to mass create 15,000 accounts for them to implement it!

reCAPTCHA basically makes people who are trying to make an account prove that they are humans and not robots. It's to allow actual accounts to be made instead of people making mass accounts to fall back upon when they terrorize the site.
