Okay, so morals are what is right and what is wrong.
Objectivism states that these morals exist whether our minds perceive (or, in a way, see) or understand these morals.

So for example, say we have one guy who is a serial killer. He doesn't understand morals or see why murder is wrong.

He kills people without thinking he's doing anything wrong.
The moral is still there showing that murder is wrong, he just doesn't understand it.
