I think it would be this order but I'm not sure.

I came up with
Add an Introduction and a Conclusion to the outline.
Create a list of Subtopics that support the thesis in an appropriate order.
Search for Information that support the thesis
List the details and subtopics under each subtopic
and Review the outline and make changes if necessary
