You have to add heat to water to make it hot enough to boil, boiling happens when water gets really hot.

Water boiling=change from liquid to gas As you can see from this diagram I found on the internet, energy is needed to transform water (liquid) to steam (gas)--in the process known as boiling :) So yea, heat energy is required for water to boil :)
