Well there's two definitions: 1. historical a whip used as an instrument of punishment. 2. a person or thing that causes great trouble or suffering. "the scourge of mass unemployment" I would say punishment, the two definitions kind of fit with punishment. ^_^

Well I think it means she/he should wail or cry but "death" ties her/his tongue which enables her/him to speak. So, It might be A. That's my best guess because Capulet was probably describing what it felt to him or how saddening it felt; grief. I haven't read Romeo and Juliet yet so I'm unsure about this one
