When looking at hypertension medication one drug is made of 5mg of amlodipine while the other is made of 20 mg of olmesartan medoxomil and 12.5 mg hydrochlorothiazide. Is it fair to say that the second drug has a stronger effect on hypertension? Explain.

You may have more luck in the health sciences category. I think to answer this you would need to evaluate the individual effects of the drugs and the possibility of a synergistic effect with the second one.
