Blowback Terrorism as a Response to Western Intervention The term blowback means "an unforeseen or unwanted result from an action." It is used by the U.S. Central Intelligence Agency (CIA) to describe the unintended consequences of the American government's activities around the world, whether that's staging coups, backing dictators, or arming rebel groups such as the Mujahideen. Sometimes the consequences can be small and insignificant, but other times the consequences can be serious and violent. The violent blowback most familiar to people today is terrorism.
