the problem is that you didn't specify the circumference: Which circles have a circumference of units

Well there is more then one answer. Okay, well you have to multiply the radius by 2, or double it. SO A is an obvious one. And since the diameter is simply double the radius, it is the same thing.

Given the circumference, 18pi, and remembering that c=2pi r, or c=pi d, find the radius and diameter of the circle in question.
