If the graph is a parabola that is reflexive across the y axis then the average rate of change between x = n and x = -n then the average rate of change is 0 because for every positive rate of change there is an equivalent negative rate of change.

Yes that's true. Visually there will be a horizontal line that goes through the two points. Any horizontal line has a slope of 0.
