12.4 is the radius, it has to be since it is not close enough to the edge to be the circumference and there's nothing else it can be.

So all of the sectors are broken up evenly into thirds, so area for a sector is $$A=p \pi r^2$$ where p stands for how much of the circle the sector takes up, in this case it is a third of the circle and r (radius) is 12.4 so
$$A=(\frac{ 1 }{ 3 })(\pi)(12.4^2)$$

Just for future reference to find the part of a circle you would find the degree or radian measure of the sector then divide by 360 for degrees or 2(pi)r for radians
