Why not actually try drawing each kind of graph? Which kind seems easiest to draw and most useful in helping the reader compare the percentages of surface water withdrawn?

Note that word "percentage." You might want to add up the water withdrawn by the five separate states, figure the percentage of that total that each withdraws, and then decide which type of graph would best display those percentages.
