I think you can use that to measure angles, but it will take some fiddling.

If you have a printer, you can download and print out a ruler
http://printable-ruler.net

also, you protractor has a scale along the bottom. I assume it's in inches
so you could measure things in inches (and fractions of an inch)
then convert the answer to millimeters.
