in external fertilization, the chances of gametes meeting for fertilization are very low. Its like trying to blindly throw a dart at a target the size of coin and hoping that you hit it. This when compared to internal fertilization where the chances of fertilization are much higher means that there needs to be some way of ensuring that at least some of the gametes meet in external fertilization. An easy way would be to produce a lot and hope that some meet.
