It wouldn't be D because the question says "similarity" between state and national government. States would not want their power to be limited.

It can't be C either, because amateur officials get elected all the time where I live in Texas, Texas isn't known to have a strong governor legislature. I don't think It could be B as well considering how the constitution is intended to limit the strength of the national government. So what answer chose are we left with?...
