What elements are of particular concern when developing a character in historical fiction?

The character's language, background, and clothing should align with the historical time period of the story. The character should undergo tremendous growth, transformation, and development over the course of the story. The character should be a caricature of a well-known historical figure to help develop the comedic aspect of the story. The character should be drawn from heroic, inspirational figures and highlight the virtues of truth and honesty.

The character should correspond with the story. You wouldn't want somebody who acts like they're from the 2000's when they're in a book that takes place in the 1800's or something. That's just my reasoning. The characters' actions, beliefs, and values must be realistic for the time period or the book would be funky.
