D. Establish lower courts. Because Article III of the U.S. Constitution is the part that explains all the judicial regulations of the country. According to the Constitution of America, the absolute power of judiciary lies with the Supreme court. However, according to Article III of the Constitution, the Congress retains the power to establish lower courts. While it may establish lower courts, the Congress has ale been granted the power to abolish them, states the same Article.
