They use the following sky cover language; sunny or clear is less than 12 percent clouds, a cloud cover of 13 to 37 percent is listed as mostly sunny, partly sunny is from 38 to 74 percent clouds, mostly cloudy goes from 75 to 87 percent clouds, and anything above 87 percent cloud cover is listed as cloudy
