Roughly, yes. Please note that the jump from one year to the next is 3 years, and that 0-25 is an appropriate scale for the horiz. axis. How would you go about labelling the dark divisor lines intersecting the horiz. axis? Note that the first and last y-values are VERY different. Think about how you'd choose scale divisions on the vertical axis to reflect that.
