It means that they're hoping for freedom from racial prejudice. They are using figurative language to describe their despair. In other words, they're comparing a gloomy, dark stormy day to what they were dealing with in the moment. They use the figurative language, "Let us hope the dark clouds of racial prejudice will soon pass and deep fog of misunderstanding," and "(our fear-drenches communities...)." For the words in parenthesis, they're pretty much saying the communities are filled with fear; as the clue tells us, "fear-drenched communities." Hope this covered everything, hope there isn't too many grammar mistakes
