The numbers in the first column are the tens place, the numbers in the second column are the ones. Each number in the second column represents a different number. For example, the first row represents 61, 66, and 68.

As 6 is the smallest tens place and 1 is the smallest ones place, the smallest number is 61.

Then, 9 is the largest tens place and 3 is the highest ones place (IN NINE'S ROW), so 93 is the largest.
