@dako87 After the war ended, there was the problem of readmitting the states to the Union. Some people wanted at least 50% of people in a territory to pledge allegiance to the Union to be readmitted. Lincoln, however, only wanted 10% of people. This was one of his more controversial plans that many Republicans disagreed with. "Lincoln's blueprint for Reconstruction included the Ten-Percent Plan, which specified that a southern state could be readmitted into the Union once 10 percent of its voters (from the voter rolls for the election of 1860) swore an oath of allegiance to the Union."
