That one is neither. Let's consider this, Does Al Qaeda or ISIL (Islamic State of Iraq and the Levent) represent one particular country?

Yep! The target is not a country, but rather a radical group. Also, it should be noted that many of these countries have loose borders (from what I understand of them)
