It depends on who's asking the question. If a police officer of an authoritarian state asked the question, then the answerer might be afraid to answer truthfully, since they would be expected to answer yes. But if a random person is asking another random person in a state with free-speech, then no, it's not biased.

It's biased because they use the term "kill someone" which has a negative connotation (they make you feel like it's inherently wrong), rather than "execute as punishment for committing a crime" or "capital punishment" which both have a neutral connotation (you don't feel any strong emotion).
