No, the Dred Scott decision stated that slaves were someone's property even if they travelled outside of the slave states.

It was unpopular because most of the people in the North were against slavery and so they disagreed with the decision

Dred Scott was a slave that travelled with his master from the slaveowning south to the north where slavery was prohibited. Scott went to the Supreme Court to claim that he should be free since he lived on free soil but the Supreme Court voted against him.
