I feel like the best answer would be that this is a prepositional phrase. I do not think it is an independent clause because the phrase cannot stand on its own. Also, I don't think it's a verbal phrase. The reason I think it's a prepositional phrase is because it is answering "where" and "how," which some prepositional phrases do. I am not completely sure it is the right answer, but I do know that if I were to have that question, that is the choice I'd choose.
