First, the easy part is the time. If he can do 15 mph and is going 4 m, he is going 4/15 of an hour, or 16 minutes.
Then, you can figure out the revolutions. The circumference is 26*3.14. 63,360*4/circumference will give the total revolutions. That equals about 3,104 revolutions.
