Because it says theoretical probability, which part of the chart do you use to find your answer? The part that says "Actual number of marbles", or the part that says "number of times drawn"? One of these references an experiment, the other the theoretical/actual.

lol I don't care about medals, the reason I'm on this site is to help people you'd use "actual number of marbles" because that is the theoretical probability. There are 3 green marbles in a bag of 40 marbles. The theoretical probability of drawing a green marble is 3/40=7.5% 7.5% of 1000 is 75.
