Even if something is grand - it will eventually be fade. Nothing is permanent. Also modesty. The poem uses the statue of arrogant Ozymandias (whose sculptor so well those passions read) with the words inscribed "look on my works, ye mighty, and despair" as an ironic metaphor, because in fact, there are no longer any "works" to be seen.
