Sorry if this question is already down, but I have read Animal Farm.
I believe that this phrase relates to how "Power" corrupted the farm owner as he treated his animals maliciously. The phrase "absolute power" relates to how Napolean (the boar) gained absolute power over the farm and animals, and changed it into a dictatorship.
If you have not read the book yet, I highly recommend you watch "Thug Summary - Animal Farm" on Youtube.
