If you look at Washington for example. it's mostly red, but the electoral votes went for the democratic instead of republican. And D says "winning the electoral votes from one state does not mean that a candidate won all the popular votes from the state" which holds up there. And same on the east coast.

It would either be D or A. We can rule out C for sure because in some states the largest county was a different color than what their electoral vote went towards. B we can rule out aswell because in a lot of states (mostly on the east and west coast) they were full or red, but ended up being blue in the state level. A kind of holds up, and so does D. If I were taking it, I would go with D. A holds up in only a few states, where D holds up everywhere.

Hmm. This one I'm not so sure about. If we just go from what the graph shows us, we can't see which counties have high populations or not. We can only see the % of votes that won. And since they're all blue, I would say B would be right, but I'm not 100% sure.
