I understood that the VA is x = 2,3, but why is the HA y = 1?!

You just divide the leading coefficient of the numerator by the leading coefficient of the denominator, which is 1/1=1

And if the numerator coefficient is bigger than teh denominator, than the HA (y) = 0 correct?

So in a case such as

x^3 
-------
x^4 - 256 

The HA would be 0 since 4 > 3
