On March 6, 1946, France identifies Vietnam as a free state. However, the Viet Minh does not believe the French and initiate the Indochina War in December against the French troops. The French use U.S. vessels to launch an attack on the port of Haiphong, thus killing 6,000 civilians. In 1947, the U.
