the chance of getting a 2 is ⅛ and the chance of getting an 8 is also ⅛ I would think a fair game would give the same prize if the odds are the same.

I don't really understand the question. They might mean that if you land on a number, then that is how much you get paid. (But they only mentions 2 pays $2 and 8 pays $8, so I'm guessing ) If that is what they mean, then after many spins , the expected payout is $4.50 per spin, and it only costs you $2 per spin. (that sounds like a good deal). But I don't really know what they are asking.
