I think I is implicit, but there's a little problem with II. Saying `appeal to the public's regional sentiments` doesn't mean they are going to contribute. It is just another method.. and we hope it works better... we believe so, but does it mean it is true?

Yes, I think only I is correct. II is correct only if we live in a world where any population is going to contribute if we find the magical advertisement.. But maybe some people will never contribute.
