My answer -

Step 1 Move the decimal point 3 places to the left

0.033

Step 2 Check to see if the number makes sense..

10^-3 = 1/100

3*1/100 is .03. Yes, it makes sense.

What my teacher said was wrong -
Since the decimal point is between the 2 3's, you only moved the decimal point 2 places, right?

Is 10^-3 really 1/100, though? Think about it again. If 10^-3 is 1/100, then 10^3 is 100. What do you think about that?

Good. You just move the decimal point to the left three "units", if you will. So, your answer is just missing one zero. Instead of 0.033, it should be 0.0033. Does that make sense?
