If you place the two schools on the x-axis, then they will lie on a line that is perpendicular to the segment joining the Fire Department and the Police Department, if those two buildings lie on the same vertical segment with one the same units above the x-axis as the other is the same units below the x-axis.

The theorem at work here is that:

If a point lies on the perpendicular-bisector of a segment, then the point is equidistant from the endpoints of the segment. Those endpoints are the Fire Department and the Police Department.
