Your best bet would be to do as much of this problem as you can and then share with the rest of us what you have done. If you don't understand what is called for in one particular question, ask for an explanation.

The theorem at work here is that: If a point lies on the perpendicular-bisector of a segment, then the point is equidistant from the endpoints of the segment. Those endpoints are the Fire Department and the Police Department.
Place as many locations as possible on the x-axis. Work off the requirements #1 and #3 first.
