He also gets laughed at...it says..every white man's life in the East, was one long struggle not to be laughed at. So I think the main thing is that this leader person came a long way to do something.. He is ready and to me it almost shows that his (looks) ready.  Then to trail feebly away, having done nothing--no, that was impossible. Here it shows that he has to do his thing.. It has to be done. It can't be un finished. Looks like the crowd laughed at him. It says "every white man's life in the East, was one long struggle not to be laughed at." So to me it looks like you get laughed a lot.
