The band played concerts in, Denver, Colorado, Boston, Massachusetts, and Vienna, Virginia. C. The band played concerts in Denver, Colorado; Boston, Massachusetts; and Vienna, Virginia. D. The band played concerts in Denver, Colorado, Boston, Massachusetts, and Vienna, Virginia.

I want to say it's D but I'm not to sure but it's the only one that makes since in my head @JohnNewman what do you think?

They all make sense, a person can understand generally all of those sentences, the case is which answer choice uses proper punctuation. A is wrong, because when using commas to chain a list you end with and <insert object here>, not just a comma followed by an object. B is wrong, because of the premature comma after in. C is wrong because if your creating a list, and using semicolons you do not follow that structure. D is correct, as it means the criteria of having and before the last item in the list. Something of interest, the list has three entries: Denver, Colorado Boston, Massachusetts Vienna, Virginia. These are places, the being part is the city, while the ending part is the state. I think they did this to attempt to trip you up. Personally I would prefer the writer to use semicolons to be more clear when separate items in a list, when some of those items already contain commas. I also believe that it is valid to do so, of course, that is just my style of writing. D is valid in any case, but would probably be disliked in real world usage.
