Thomas Jefferson purchased the Louisiana Purchase. He wasn't suppose to, but broke the rules saying "It was the best for the country", and it doubled the USA I think.

What if he followed the rules and didn't purchase it? How would the USA be today?

I think that if he didn't purchase the land Congress would have. Jefferson just went straight for it because it was such a good deal. If not here is a map of what the US would look without it. http://www.glogster.com/glog/6lka8l89idof5aj1cs6j0a0.html
