You must choose "number of votes on the x axis" and the frequency always goes on the y axis
Look at the observations ``` 12, 40, 27, 15, 31, 21, 34, 40, 35, 37, 45 ``` How many of these are between 10 and 19 (inclusive) ?
2 are between 10 and 19
12 and 15
How many are between 20 and 29 ?
2 again, 21 and 27
how many between 30 and 39 ?
