Why would it be D? I would think you have to capitalize the beginning letter in dialogue.

Even though B looks correct it is not, there is no need for a period after Jesse, because it the two sentences are about the same topic (they share the same idea). So you would just put a coma after Jesse and lowercase the "a" in.
