When the martians land and say take me to your leader, he's the guy they want. Really, s/he is the executive, the one person we have who can make the day to day decisions based on the laws created by Congress. The Constitution limits the power of the President. But the president is the equal to kings, premiers, chiefs and poobas in every other country.
