A) That's not a MAIN necessity. I've seen Mexicans become U.S. citizens. :P
B) Graduate from a U.S. high school. Uh huh, sure!!
C) That is just stupid, makes no sense JUST to be an American citizen!
D) That makes sense because they have seen you are able to stay in the U.S. without causing havoc and etc.

Mexicans/Indians/Chinese can not speak English that well and they are citizens. :)
That means they do not have to speak English in order to be a U.S. citizen. :)

10 years is too long @jabez177 it's only 5. But you do have to be able to speak, read, and write English at a basic level.
Maybe the people you've met were not citizens yet or spoke more proficiently than you thought.
