Cool air near the surface forms high-pressure areas, warm air forms low-pressure areas. Cool air has air particles that are at a lower temperature, hence have less kinetic energy and are closer together to each other, hence cool air is denser and so has a higher pressure. Warm air has air particles that are at a high temperature hence have more kinetic energy, the air molecules are father apart making the air less dense and light, so it exerts a lower pressure.
