for this one I would say B or C but I'm really leaning into C because neighboring countries do attract each others businesses and they do argue over worker's rights

like your last question, mountains in north america where not used for protection, they're not big tourist attraction to say that they boost the economy, and mountains had little if anything to do with overseas trade.
