Welcome to Open Study The held authority over the Roman military: That is the correct statement. Consuls served for one year, and each year had two consuls, so there was always a pair. The Roman republic didn't have a "legislative branch" in the sense that we do today, in the United States. Separation of powers and the tripartite system of government date to Montesquieu in the 18th century. All of Roman government was concerned with making and enforcing laws.
