Let us all hope that the dark clouds of racial prejudice will soon pass away and the deep fog of misunderstanding will be lifted from our fear-drenched communities and in some not too distant tomorrow the radiant stars of love and brotherhood will shine over our great nation with all their scintillating beauty.
What figures of speech would this be?

What do you think it is?
Hate will disappear is what MLK says in, "the dark clouds of racial prejudice will soon pass away." And the effect of concluding the letter in this way is that His tone is hopeful. King concludes his letter with this note of optimism to give his audience something to think about. It is one more way that King reminds his readers that they should work together to end discrimination. He chooses to structure his letter in this way to accomplish his purpose.
