Bullies should not be held responsible because they are sometimes too young to understand what they are doing. What their victim does is not their fault so they should not be held accountable. Sometimes they could even have a bad life at home and the way their parents treat them can lead them to not be responsible or behave well, which leads them to do the things they do.
