An easy way to recognize exponential progressions is to check the increase between two consecutive elements and see if their ratio is costant, that is, if it always doubles, or triples (or halves, etc). For example, 2 4 8 16... is exponential (16:8 = 8:4 = 4:2), while 2 4 6 8 isn't (it's linear, the difference is costant). The caveat here is to watch the increment, not the values. It's easy to see that town B and C have a linear growth (they gain 42 and 53 souls each). The town A gains 36 people, then 54, then 81. Check their ratio between these numbers to pick if it's either A or D.
