Chronologically, Max Planck was the first to develop this relationship by studying blackbody radiation, though for a while he himself was not convinced that light was actually quantized. It was really Albert Einstein who drove it home with his explanation of the photoelectric effect, and suggested quantization of light energy in the form of photons. After a while, both agreed. The formula is called the "Planck relation". I would certainly go with Planck on this one, but just so you're aware, the formula is often called "The Planck-Einstein relation", and rarely called the "Einstein relation".
